Public Review Draft

The second Module of the Lafayette Land Use Code focuses on updates to the City's development standards. This draft contains a combination of new content and content from existing Chapter 26: Development and Zoning that was revised and formatted for the new Land Use Code (LUC). Throughout the draft there are footnotes that describe the source section, significant changes, or commentary for many of the provisions that originated from the current Land Use Code.

I suggest using "Floor, Habitable" as the metric that defines the maximum residential and other structures are allowed. By using "Floor Area" (which measures to the outside of walls) thicker wall assemblies that are more energy efficient (more insulation) would be discouraged. Alternatively a "Floor Area Bonus" could be provided to high performance or super insulated buildings. Additionally high performance and low energy building could be encouraged by allowing more "Floor, Habitable" to building which certify as Passive House.
Isn't this somewhat scale dependent? Might not be possible to have 2 access points on a single lot -? Since this is supposed to cover individual sites.

I think it would help to clarify this exemption. What does the code mean by fully? Often concrete walls are 8" above grade and the main floor is framed on top of a sill plate. Most normal basement would not meet "fully". Is this the intent?

How is "safe travel of bicycles to and from the site" determined? Seems like a piece of code that is easily bent one way or the other depending on the project, applicant, director at the time. Also, why would bicycle parking be reduced if it potentially "unsafe", that just perpetuates less ridership and inherently less awareness and visibility of the bikers who determine to 'tough it out' on "unsafe" routes. The site should be designed for bicycle safety. Are there examples of this playing out that the staff and consultants can elaborate on?

Not sure what language this would be, but I am finding more frequently that e-bikes are too large for most common bike racks, or especially the more artsy kind. Maybe the city can look into promoting racks that are more usable and easier for both regular and e-bikes?

What criteria is used to determine (A) that it is to reduce adverse impacts to the surrounding neighborhood? Many would argue the increased parking itself is the adverse impact. Any public aspect? Added as a note to Site Plan or Subdivision approval?

For B, would that not be similar and potentially handled through a Variance?

For most non-residential uses, and multi-family residential, bicycle parking should be a requirement, not just an incentive to reduce parking limits. We need more bike parking around town, and the more commonplace and frequent it is, the more it fixes the parking problem as well.

If for elementary school it is 1 per classroom, presumably there will be one teacher per classroom, and then there will be admin/office type employees as well. Where would they park? What about other visitors to the school?

Additionally, maybe I missed it, but is there a required bicycle parking table for uses as well?

Is there any discussion of parking at open space trailheads? Or is this just covered through the city's design of future projects? Obviously walking and biking to/through is great, but some folks do want/need to drive to the trailhead for ease.

I am all for reducing parking minimums. One question I have, are we going to be altering the subdivision standards in a way that promotes/requires more on-street parking so that way we don't end up with cramped new neighborhoods with not enough parking? How many acres are there left around Lafeyette for development? How do you see this also giving existing neighborhoods a bit of breathing room for opportunities for small scale redevelopment?

I know there have been some strong feelings about this one, and I wonder if it applies to all scales of solar projects, or only smaller-scale/commercial scale projects. Worth getting more specific here? Or at least talking through this?
